A 20-year-old US Marine faces indictment in Japan for allegedly killing a woman with a phone cord and stealing her backpack and wallet. Devin Jacob Ballard, stationed at Marine Corps Air Station Futenma, was charged by prosecutors over the October 3 death of Anna Yagi, 39, at a hotel in Naha, the capital of Okinawa.
The indictment document alleges Ballard strangled Yagi with a telephone cord, then took her belongings. Investigators cited by Asahi Shimbun and Kyodo News said Ballard has made statements suggesting involvement in the case. Earlier reports noted he had denied the allegations.
Hotel security footage shows a man believed to be Ballard entering the hotel with the woman and later walking out alone carrying her possessions. Yagi's death drew protests in Naha and Tokyo, where about 100 people gathered at each city earlier this month. Prime Minister Sanae Takaichi called the crime "brutal and heinous" and said her government filed a "strong" protest with the United States. Takaichi requested "strict disciplinary action against US military personnel and thorough measures to prevent a recurrence of such incidents".
Okinawa Governor Genta Koja said the prefecture has repeatedly asked the United States to prevent such incidents, and described the alleged crime as a sign of weak discipline among troops.
The Marine Corps said it was "actively cooperating with Japanese authorities, in response to allegations of serious criminal actions by a Marine" and offered condolences to the victim's family.
Okinawa hosts about 55,000 US troops, the largest concentration serving in Japan. In 1995, tens of thousands protested after the abduction, beating and rape of a 12-year-old girl. In 2024, four sexual assault cases involved US forces on the island, including the case of Brennon Washington, an air force member sentenced to five years for the rape and kidnapping of an underage girl. In 2025, Marine Lance Cpl Jamel Clayton received seven years for sexually assaulting a woman.
